A brief history of the laws in New York State regarding vital records:

The church parishes were required by the Colony of New York to record vital records. However, after the American Revolution, no law was passed requiring the recording of vital records until 1847. The 1847 law was not fully complied with, and the data was fraught with errors and ommissions and was suspended in 1850 by the state. Another attempt was made in 1864 for deaths for a short time, but it was not until 1880 that another concerted effort was made by the state to record vital records. Again, it was not fully complied with and in 1888 penalties were applied for those who didn't follow the law. However, it is not until well into the early 1900s before all localities complied fully. Some cities started recording records prior to 1880 and the cities of Albany, Buffalo, Yonkers, New York, and Brooklyn maintained their own records after the 1880 law was passed. Thus these city records are kept at the city level, and are not included in state indices.
